ESA Calls for Clarity on Standalone Storage Eligibility and Long-term Certainty in Massachusetts Clean Peak Standard
The Energy Storage Association filed late comments to the Massachusetts Department of Energy Resources in response to a request for comments on the Clean Peak Standard Straw Proposal. This is the latest filing in the implementation of the Clean Peak Standard program as required by the energy omnibus bill that was signed into law in 2018. In our comments, ESA advocates for three pathways to demonstrate eligibility in order to facilitate the inclusion of standalone energy storage systems, reiterates the importance for long-term contracts to finance projects in this first-in-the-nation program, and recommends using complementary programs to drive applications and locations that provide benefits but are not core to the program’s objectives.
